Hmmm...After checking through 1906 I couldn't find any 20-20 pitchers so I looked through 1905 and found Boston Beaneaters hurler Irv Young went 20-21...

Phil Niekro also was a 20 game loser in 1977 16-20.In 24 yrs he went 318-274 with a 3.35 era and a place in the HOF.
