Before the Yankees, the previous team to have a pitcher with at least 19 wins for at least five consecutive years was Atlanta for six years from 1995 to 2000. Atlanta could have had a ten year streak from 1991 to 2000 if not for the strike in 1994 when nobody won more than 17 games.
