I disagree. Shortening the time is only making it more likely that bad trades will go through. Three days isn't very long.

If I remember what we did in the past is that in cases like Manny, Bradley and Grienke, the commish DL'ed the player as long as he was property of that team (ie. if the Cubs waive Zambrano or trade him, he comes off the DL).

I'm fairly certain if he gets dropped into the minors and it shows "M" on CBS, and still has less than 50 IP you can do it yourself.

I quite like the 3-year period. But if you wanted to add complexity (and let's face it, the league clearly doesn't have enough rules as it is), you could build in the concept of longer-term contracts.
It could work like this: Up to three players may be on a 4- or 5-year contract at any time per franchise, but in order to place them on it, you need to declare it before their 2nd (or 3rd, I dunno) time kept. And you can't change your mind. You never get that draft pick back by dropping the player. The contract can't be cancelled after it's signed, even if the player drops out of baseball. The only way you can get that draft pick back is if you trade the player to another franchise, which then assumes responsibility for using that pick in the same round for them the relevant year(s).
I'm not seriously arguing for this; just throwing the idea out there as a way of balancing things and adding a new wrinkle.

He is on the DL though. Since the Mets are disputing his contract it's under dispute. This isn't like a Ben Sheets deal where he was injured with no team. K Rod has a contract with a ML team, he is injured and out and on the DL. He should absolutely qualify for it.
I would not make such a big deal and drop him too since he's virtually unkeepable. But for logistics purposes I believe he should be on the DL.
