What is it with this embedded Flash code in posts?

I've been noticing this for a while now. Looks like this (I've added spaces so you can see the code):

It's usually in a post where the poster isn't saying much of anything, just agreeing with someone else. I notice it because I have a Flash block application and the code shows up as a little button to push to see the Flash.

I would think that with respect to X-site scripting and other nasty things embedded scripts can do that allowing this is not a good thing.

If it's a bad thing, should these posts be reported to the mods? (I was kind of hoping to get some mod input in this thread.)

Sounds about right. I would be very surprised if there were an honest explanation for this.
