I don't think that anyone thought that the photos wouldn't be cool. That picture definitely is and I'm sure that all of the others are, too. The problem is that "it'll be cool" seems to have been their entire reason for doing it, and they didn't consider the negative ramifications. I'm kind of sad that someone lost his job over it. It was really, really dumb, but I think it was almost certainly just a really stupid mistake with no malicious intent. I guess when you're at that level, though, stupid mistakes can't really be tolerated.

I just read the memo on this. It seems that they had no idea that it was going to cause any issues whatsoever. Miscommunication led to the public (and Senior White House staffers) not being informed, and they had media replies ready because "it might get some local news coverage." Based on the memo it seems like the Deputy Director was just as much at fault, if not moreso, than the Director.
