This issue has been discussed on this board before, and I was in the minority for thinking he should be in.
.300 lifetime batter, best fielder ever at his position, MVP, best first baseman of his era -- that's a Hall of Famer in my eyes. I know his back robbed him of some good years. But I think we get wrapped up in "magic numbers" like 400 home runs, or whatever. I think the criteria should be, was he a dominating player in his era? If the answer is yes, and he played at least a decade, he's a Hall of Famer.

Mattingly does not deserve to be in the Hall of Fame. You need (or should need) more than 4 great seasons to qualify for that honor and unfortunately, Mattingly did not have more.
I agree with some of your points but I don't think you can really call him the best fielder ever at 1B. I'm not even sure you can call him the best fielding first baseman in New York at the time he played. I voted Vets Committee. As much as I'd like to say he'd get voted in, I just don't think he'll get a pass for the injury. But hands down without debate for an abbreviated stretch Donnie was the guy. That guy. At the plate, and well respected throughout the game. That combined with this steroids versus clean era nonsense and I think the Vets vote him in.

Re, the lack of a World Series ring. That by itself is not a great argument for keeping him out. If that were such a big deal, Lonnie Smith and Chad Curtis would be in the Hall and Ernie Banks would be out.
I could see him being put in by the VC in the distant future.

He's not getting in. I don't think he's got a chance, at least not in the next 10 years, and I highly doubt the Vet Committee will put him in.
Will he get in? No. Should he get in? I think he has a pretty decent case.
