Goldfinger was a great villain.
Some other favorites would be:
Hans Gruber: Alan Rickman in Die Hard
and Gary Oldman in Air Force One, at that point, he was the scariest most realistic villain I had seen in a movie, he had no mercy, just a cold blooded terrorist.

How could I possibly forget Moriarty in the Sherlock Holmes stories? He was also a nifty villain in Star Trek: The Next Generation... which reminds me that Q and the Borg were neat villains, too.
