Must be a bad mouse. I have a wireless one and it works flawlessly. Make sure that nothing is blocking the transmitter.

Try and give the mouse a direct line-of-sight to the receiver thing plugged into the computer. I used to have mine behind the tower and it would always freeze and skip, but then I moved it up closer to the mouse on the desk and it's been better.
