Even if the player is slated to start the season on the big team, but still holds minor league eligibility, you can keep him on your minors roster.
If you choose to promote him prior to the auction and minor league draft, his $5 salary will be counted towards your payroll, and you will have an extra slot to draft a minor leaguer into.
If you choose to hold him in the minors, you will have to fill his slot on the ML roster and you will not be able to draft a replacement for him in the minors until AFTER he is promoted to your ML roster. However, his $5 salary is NOT counted against your payroll at the auction.
For instance, I have Prince Fielder. He is expected to start the season with the Brewers, and I have every intention of playing him there from day one. However, he is still minor league eligible, and I do not want to have his $5 salary count against my $260 payroll at the auction. So, I'm going to leave him on my minor league roster during the auction and minor league draft, preventing me from filling his minor league spot right away, but promote him when all of the rosters (minor and major) have been completed. That way his $5 salary doesn't count against me at auction.
