Competitive balance

I'm hearing one of the ESPN broadcasters, who's saying that there's an insistence that the smaller market teams who receive funds actually put it to use of the team's good. Something not yet crystallized, but basically, George can insist upon looking at the team, asking where his money's going to better them.
